It depends on which version of SF you have.
With SF Pro, there is the legacy Timestretch and the 'elastique Timestretch. The Pro-14 Suite version also includes Melodyne. All can speed up or slow down without changing the pitch.. The pitch can also be changed if so desired, In SF Pro, the time stretch utilities are in the "Process> Time" menu.

I am not sure if SF AS (Audio Studio) has any time stretch capabilities, aside from alteing the file's sample rate. There may very well be other third-party-plug-ins available .. free or otherwise, but I am not aware of any offhand.

Yes, it is in Sound Forge under "Process"
It appears both versions have it (Audio Studio and Pro).

For more information see the PDF manual and search for "Time Stretch"
