SF Pro can burn Red Book compliant CDs (DAO). I am not familiar with AS-13 but Magix states. "Sound Forge Audio Studio13 can burn DAO and TAO CDs.. though it does not have "Red Book audio CD mastering / burning" I guess they mean AS does not check if the disc will be full Red Book compliant.
In any case, find "Creating and Editing Disc-at-Once CD tracks" in the 'Help' menu.  

FWIW, I use 'CD Architect' in the rare occurrence a DAO CD is needed.
CD Architect was included with the later SCS (Sony) versions of SF-Pro (7, 8, 9 and higher as I recall). I'm not aware of CDA being included with Magix versions of Sound Forge Pro. CDA was a great application for creating CDs. The only drawback I can think of was. it did not support 'VST' plug-ins.. minor IMO.

I already read about Markers but all that did was show me how to get to a section o song quickly. I didnt see any mention to indexing on an actual cd.

I used to use CD Architect years ago. That isn't around anymore, is it?

I guess the answer is "no, it cannot"

Did you read the section Burning disc-at-once section in the PDF manual - this also give details of how to create the indexes.
