Im trying to load a mp3 from my computer and when I load it to the magix it is saying. Cannot be found the function more tracks and formats required for imports must be downloaded from the store. I just got the program and had magix before and never had this problem. Is there someone who can help.

The clue to your problem lies in the error message you quoted, part of which said:
the function more tracks and formats required for imports must be downloaded from the store
Depending on which variant of MM you have installed, this will either be a free or paid for download, accessed via the Store tab in MM.

I paid for it it is the Music Maker 2019 Premium Edition. I saw i would have to pay for it. Why would i have to.
You should not have to pay for it if you have bought MM Premium and have downloaded and installed all the additional content after registering the product with Magix. Did you do all of these steps?
Also, can you confirm you are running version 27.0.1.23, which is the latest?

For downloading and installing all of the features after activating all of your licenses, including old ones, follow this:
For more tracks, change the setting in Project settings.

you should have received 8 or 9 Vouchers , for you to add the "Featues" that you want . with Premium Edition . maybe 5.1 audio or .mp3 audio support , or maybe "Music Editor 3" , many features to choose from the list .
in additon to that , you should have received 8 vouchers for you to choose 8 instruments that you want .
in addition to that , you should have received 2 or 3 vouchers to select Sound Pools that you want .
