Can the audio portion of an analog filming from a Sony camcorder be corrected for a static sound that runs the entire length of a 64 minute performance?

I have a Sony Handicam CCD-TRV68 NTSC that was used to film a graduation.  The sound portion plays back with a constant static sound that disturbs all of the audio from the filming.  I copied it to DVD with the sound problem following.  I am on Windows 7 (64 bit) and want to know if there is software out there that can eliminate the static sound?  I really would love to send MAGIX a fax to describe the problem, but it seems that the fax number is not given out, for whatever reason.

Which software and version are you using to capture the video?

Is the static sound on the camera recording or after capture?

How are you capturing the video?

Can you be more descriptive of the 'static sound' eg is it interference fom lighting, people noise.
