Can't uninstall Sound Forge to reinstall it for new hardware

After upgrading my PC components, I get an error -59 when I try to run Sound Forge 14. It seems to have something to do with the registration. I already deactivated my previous computer online, but I can't uninstall the program. I get:

There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor.

So now I can't reinstall or run the application at all. Anyone else experience this problem?

Hi @Mike-Paulsen, Revo Uninstall Pro has a 'forced uninstall' tool for the missing uninstaller situation you describe. Unfortunately the free version (highly regarded and adequate in most other cases), does not have this mode.
If the Windows troubleshooter and other procedures fail, Revo Uninstall Pro will usually not break anyone's bank.. and is currently on sale for under $20 usd.

Addendum Update, according to Revo, the Uninstall Pro trial version is fully functional for 30 days.
