Can't open MP3 files that list no Bitrate parameter in Win File Mgr

Tested with SF V10, 13, 14 and SF Audio Studio V10. Same problem. But SF Audio Studio V12.5 does open the files properly.

Some MP3's produced across the country (by different producers in different locales) for our radio station play just fine with various media players: VLC, Winamp, Win10 Media Player, but they won't open in SF. The thing in common with these files is that no Bitrate parameter is shown (i.e. blank), in Windows File Manager->Properties->Details. (The bitrate, however, is displayed as 128 in Winamp and VLC as the audio is playing). The error msg in SF is "Warning: An error occurred during the current operation. The file could not be opened."

Have others noticed this problem?

Sound Forge AS-12 was different animal than prior and subsequent versions.

Are you absolutely sure it is an MP3 codec? Can you post one of the file(s) on DropBox, GoogleDrive, OneDrive or other.. Or at least state the MediaInfo details (download the utility).
I am not aware of an alternate codec that uses the <.mp3> extension. There is an obscure MP3 codec that uses the <.wav> extension though (but it is not PCM).
Try changing the files' extension to <.wav> or <.raw>.
