Can I upgrede Vegas in Europe?

I would like upgrade my Vegas Pro.
When I try purchase an upgrade at Magix.com , I can see these notice :

Dear Customer. For legal reasons, a purchase from the United States Shop is only possible if the location of the invoice receiver is not located in an EU country.
If you are located in the EU, please select a suitable offer from another localization. We appreciate the extra effort.

Is this means that I can't buy upgrades from Magix no more ?

What shop the Magix recommend for european customers ?

@Robert-Hummel2135 You should be able to enter your address at checkout. If you cannot use your upgrade offer because it only works for the United States I would suggest you contact sales support at infoservice@magix.net and ask them for help. I would guess they should be able to send you an individual offer.
