Of course you can, just drag your videos and photos into the time line, organize them the way you want, add effects, titles, etc and you will have a project. Burn your project to DVD and you will have a final DVD.

I often mix still shots with video to create dramatic effects.  It sounds like you may be a little new to Movie Edit Pro. 

Here is a basic tutorial I created on youtube that might help.

There are many other youtube videos that I have on my youtube channel that talk about specific effects and other how to topics based on questions from users.

George's reply is about including the images in the movie.

If you want to have the image files on the same disc as the movies, ie a 'mixed mode' disc, this is possible - in the Burn dialog click the button circled in the image below, the window indicated by the arrow will open allowing you to add the image files.

 

The movies can be played on a DVD player or computer as normal and the images can be accessed on a computer - some DVD players may also allow you to play a slideshow from the images on the disc.
