How would you guys go about if you wanted to freeze a short clip to display a particular frame while adding a short narrative and then let the clip go on at normal speed? Is there an easy way to accomplish this?

Johan, assuming VPX is the same as Movie Studio here, position the Playback marker on the frame you want frozen, then right-click on the video and choose "Insert still image at the playback marker".
To change the still's length/time, position the mouse pointer in the middle of the left edge of the following object (between the ball and the lower-corner triangle) so that a double-headed arrow appears and then drag the join point to the left or right as needed.
