The first thing to check is that the audio sampling rate for your video file matches that of your project. The latter is almost certainly 48kHz; if the former is anything less than this there is every possibility that the audio will be "faster" than the video. (It is not unknown for audio in video files to be recorded at "strange" sample rates, 32kHz, 16kHz or even lower!)

It is interesting that when I rendered the project as an AVI file, the lip synch was good, just not as an mp4 file.
