I created a folder named "Custom Vsti" with two sub folders "Layers and Images" and placed the appropiate "images" in "images" and "layers" in "layers"
Only one played which was "Pop Brass"
all others stated " Library not activated"

Did Independence come with SMS 2015 as an extra or did you purchase / download and install Independence as a standalone program?

From the topic title it looks like you are trying to use the software the wrong way round - Independence has a VST plugin for SMS which is where you should be using it.
SMS is not a VST plugin for Independence.
In either case you should have been asked to register Independence in order to activate it.
