That is one of the unanswerable questions - it all depends on what instruments/effects you want.

Magix has Independence which contains many excellent instruments. They were giving away the basic version recently. I obtained the intermediate version containing 12GB of instruments that came free with Samplitude Music Studio a couple of years ago. The program can be used as a plugin or standalone. I can give you a detailed list of the instruments if you want. Below are the main instrument groups that I have:
