Is your WIndows 10 fully patched (all updates installed)
Are all your drivers up to date (using manufacturer's websites rather than Windows updates)
The latest Nvidia drivers (as of this post), is 465.89
When it crashes, what are you doing just before the crash? What is the exact error message?
If you've importing movies, are they the same frame rate (and if possible, same resolution and bit rate). Are the imported movies a constant bit rate rather than variable (This can be checked with a program called “Media info”)

Which model is the RTX graphics card?
Do you game on the PC?
Are working with 2.7K or 4K UHD video files?
Are you using Proxy files - option is in the Project settings?
Is the Lightning symbol bottom right of the Preview monitor turned on ie is blue?
One issue you already have, that could be contributing to the stopping/freezing, is the lack of an integrated GPU (iGPU) in the Intel i9-9900xprocessor. An iGPU can be used for smooth preview playback through Hardware Acceleration and, although the RTX graphics card can and may be used, it does not appear to perform as well as an iGPU, especially if you are using the Gaming drivers. The Nvidia Studio drivers are more suited to video work.
Assuming you are working with 2.7K or 4K video files. This means effects etc that cannot be accelerated are being rendered using the processor.
With these resolution video files and if the timeline is complex and/or has processor intensive effects and you are not using proxy files. then the processor may not be keeping up with the amount of data that must be rendered and cause stuttering.
