Hi, I am trying to edit my video and add the wide screen preset "Feature Film" but the black bars are too big for what I have shot. Is there a way to edit the dimensions? Or create a widescreen effect myself? Thanks

Is this for a set screen ratio or do you want the black bars to show?
If you want to try, open the image beneath in another tab. Select show image in a new tab by right clicking on it and then downloading it. Insert it into a track below the rest of your project files in the tracks above.
Stretch it by grabbing the right side and pulling it to the length of the video. You may have to reduce the size of the image in the preview monitor to do that by going into the monitors drop down box in the top left hand corner and selecting 50% view.
Use the size / position /rotation tool to expand and place the bars to the correct width top and bottom.
You may have to re-adjust that after the next step.
Apply the Chroma Key tool to the image and use the black overlay preset. Now you can see both your video and the black bars. Go back to the size position tool and grab the image so it is now evenly spaced and the correct width.
If you need a specific screen ratio, that may be harder to achieve with this method.
Could you post a screenshot of your current Preview Monitor to show what you want to achieve/change?
You can easily create your own movie size and ratio (File>Settings>Movie) then use the Section effect/control to fit your video into it.
For example, you can set up a 2.35:1 movie (cinema-widestyle) and put your 16:9 video into it by using the Section effect to crop the top and bottom. By changing the size and ratio of your movie, you can reduce the size of the black bars.

Assuming that you do want the black bars as an effect, rather then creating a video of a specific widescreen aspect ratio, in which case @AAProds has given you a solution, the width of the bars can be reduced as follows when working in Timeline mode
Select the mask - see image below
Use the Size, Position & Rotation effect
Uncheck Combine input fields
Increase the Height value to make the bars smaller.
Note if you are using VPX13 or earlier you will have to recentre the mask image.
