Video 17 Deluxe... ? I guess you're using one of the older versions of Magix and it will be a 32bit application (I belive all Magix Movie Edit Pro/Premiun after version 2015 are 64bit)
While I don't know Magix Video Pro 17 (I skipped from 10 to 2013 then 2014 and have just bought 2017) but, if there are no filters you find suitable, you might try some adjustmens to the brightness and contast that could get you some way there.
Alternatively you should be able to add in to Magix the plugin filters created for VirtualDub (great freeware). You can download it at http://virtualdub.sourceforge.net/ but make sure you get the "Release build -- 1.10.4 (stable), 32-bit (x86) version".
There are hundreds of 32bit filters so you will probably find one that suits your needs and, even if you can't use them in Magix, you can still apply the filters after you've created your movie in Magix - although there 's a learning curve to get VirtualDub to import and export MP4 files.
By 'matte' I presume you mean the hazy white appearance in the video. If so there are two ways of achieving this:
lower the contrast in the video - Effects tab, Video effects, Brightness/Contrast
Add a white image * to a track below the video and adjust its transparency - see image below for the transparency handle - to achieve the desired level. You may need to change the length of the image object for the desired time this effect is to be applied

My preferred method is 2 above - you can also used coloured images to give different colour effects.
