There are too many changes to the way Windows 7 and the PC hardware works from when you got ACL 3 , that the old software will have some functionality missing.

In your case the Windows references to the some parts of the audio card have changed names so that older software cannot not recognise the audio card properly, in your case the loss of the recording level control.

I would suggest you  upgrade to ACL  MX (18) - I do not think that trying to run ACL 3 in any compatability mode will be satisfactory.
