AC3 encoder fails to download for first time use in Vegas 17

I needed to convert an mp4 file into a dvd for a client. First time doing this in Vegas 17. Rendered the MGEG 2 compliant video stream for DVDA but when I go to convert the ac3 file here is what I get. "selected encode format requires the download of an add-on module for the first time the format is used. If you wish to proceed click yes." then this "operational error installation failed code:-1 try running the software as administrator" which I did several times. I don't see any solutions to this when I search online and can't seem to get the ac3 encoder to work. I understand the ac3 file comes from DVDA and it's included in the software when registered. Just can't get it to work in Vegas. I did render the project directly in DVDA 7.0 which worked fine. Any thoughts about this? Would like to get it to work in Vegas. I am on an HP laptop i7-105U CPU 1.80 2.30 GHz 64bit 16gb RAM Windows 10. thank you
