When preparing to burn a DVD disc in Movie Edit Pro, I notice that it won’t let me go any higher than 9500kbps. Is this because 9500kbps is the maximum bit rate allowed for the DVD format?

DVD image size is 720 x 576 pal system and 720 x 480 in NTSC system use the proposed parameters from Magix. If you push too much on bitrate and picture quality chance that disk player freeze or pixelate handling too much data.

Yes, however if you increase the setting from the default value you run the risk of the discs not being playable on some DVD players.
There is really no point in increasing the bitrate from the default - the DVD resolution os low and playing back on a Full HD (1920 x 1080) or 4K will look bad enough that the increased bitrate will have virtually no effect on quality - you are entirely dependent on the quality of the upscaler in the player or TV.
You can improve the visual image quality, ie reduce the visual softness a little, by using Effects, Movie Effects settings, Sharpness and set a value of about 30
