There are 2 different ways of using masks in MEP.

The first way, and what you are referring to is done by masking an effect on a single video or photo. See the tutorial indicated below, particularly from 8:30 onwards. You either create or load a mask using the dropdown arrow of an effect, Create effect mask or Load effects mask. This puts the effect onto the track below the video and it is linked to the video and automatically given the Chromakey Alpha - you don't have to touch Chromakey at all. Then you apply one or more effects to the video (select the video, not the mask, even though both show as highlighted) and then click on the box (Masked) beside the effect in the keyframe area to apply the mask to the effect. Then you can select the mask, go to Size/Position, and drag the mask around on the screen and resize it so that the effect is applied to the area that you want.

The second way, and the way that I show in the tutorial, is to put a black and white mask between 2 tracks (say, track 2), with one object (video) on a lower numbered track (say, track 1), and one on a higher numbered track (say, track 3). Then you have to select the mask, go to Chromakey and click on alpha. The white part of the mask shows whatever is on track 3 so that you see that part. The black part of the mask makes whatever is on the higher numbered track transparent, and exposes whatever is on track 1. If you run the mouse over the beginning of the mask object, you will see an arrow pointing downwards. Click on it. This will invert the mask.

In the tutorial, all the mask does is hide the moving text until the text gets into the white part of the mask.

Below is an image showing the text partially in the white part and partially in the black part of the mask. Look at the timeline and you'll see the mask is 50/50, white at the top, black at the bottom with the arrow pointing downwards.

So, the white part shows the higher numbered track image, the part of the text that is above the black/white interface, the black part shows the lower numbered track image and hides the higher numbered track image, in this case, the text. Various shades of grey will expose both, like a cross-fade transition, depending on the amount of grey.
