In my previous comment, I assumed you were referring to the stand-alone 3D title editor downloaded from Xara.
Installing MMS 2025 installs a 'built-in' 3D title editor, if the installation for the 'built-in' editor is the one you were referring to then there should have been an error message dialogue giving you more information on what the issue is.
Are you getting an error message when adding a 3D title to the timeline, if so what is the full message?
Assuming not, then when you add a 3D title from the templates 3D title section, you should get a message box telling you can edit the title in the editor, which loads after closing the message. The editor interface is shown below.
Once you have a 3D title on the timeline, double-clicking it also opens the above editor.
MMS2025 does not have a built-in 3D title editor as @johnebaker suggests. You can call up 3D title templates via Templates and place them on the timeline. By double-clicking the template you can edit the text and place it back on the timeline.

As Rob has pointed out, the 3D title editor doesn't open in MMS, only in VPX, unless you happen to have installed Xara 3D Maker. I have, so when I add a 3D title in MMS, the 3D title editor opens.
This is why @allaa-Azawi would like to have Xara 3D Maker installed, I presume.
So, the problem is still getting Xara 3D Maker installed and operating on W11. Can it be installed on W11?

My bad (?), my laptop behaves as Bol described it has never had Xara 3D maker installed, however I rechecked my PC to find I do have an expired trial of Xara 3D Maker installed on my PC Windows 11 23H2, just never removed it.
@johnebaker (John). The 3D Maker 7 is indeed an embedded version and not a built-in version.
It is exactly what John CB describes. As far as I can tell, @allaa-Azawi wants to reinstall Xara 3D maker 7 on a Windows 11 computer. I just tried to install the downloaded Xara 3D maker 7 (trail version). The installation was aborted.
It seems that Magix and Xara no longer sell/support it. @allaa-Azawi should check with Xara about this.
Is it not interesting that on the Xara Website Xara 3D maker does not list Window 11 in its system requirements? Whereas other Xara products do not mention compatibility with any Windows versions at all as far as I can find.
As I wrote before, you can download the installer from the Xara Website, but unfortunately you can't install it anymore.
If @allaa-Azawi still has the installation CD of Xara 3D maker 7, she or he could try to install it via the installation disk. I myself was able to install Video Deluxe 15 from 2009 under Windows 11. But that's besides the point. I wish @allaa-Azawi success with her or his decisions.

I have Xara 3d Maker 7 installed and running on my Win 10 machine but I suspect the answer to your question as to why it doesn't work with other Magix programs is possibly its age. I don't think it has been updated since at least 2018.
Why it seems to work only with VPX I really cannot say so perhaps this is a question you should send in an email to infoservice@magix.net.
As we have pointed out, you don't need to install Xara 3D Maker if you have VPX. VPX has features that Movie Studio doesn't, and opening the full 3D Maker is one of them.
That said, I would like confirmation from someone who has W11 and VPX16 that the 3D Maker that comes embedded with VPX actually works.
As to why 3D Maker embedded in VPX works in Windows 11 but Xara 3D Maker does not, I have no idea. As @emmrecs said, raise a ticket with Magix.
As far as I know MMS 2025 is a stripped down version of Pro X16. Because if they also put all the functions that are in Pro X16 in MMS 2025, then the purchase price of MMS 2025 will have to be higher.

It does - I checked on my laptop.
As to why it does not install, I suspect that either:
The Windows 11 setting is not set as shown below, you should get a warning asking if you want to get the app from the Microsoft Store.
Xara 3D Maker requires .NET 3.5 or earlier enabling in Windows 11, it is normally disabled, again there should be a warning message if it is not enabled.
To enable press the Windows button and type Turn Windows, the dialogue shown below should then appear
Despite that, I still can't install 3D maker 7 via the Xara download link. As I noted earlier, 3D maker 7 is no longer supported/sold. The one who can give a definitive answer to that is Xara Support. Contact: https://www.xara.com/contact-us/

Magix supports issues with the installers and serial numbers: infoservice@magix.net.
However, as of July 1st, Magix will no longer sell Xara products or the update service, so now all upgrades will be done directly with Xara. We expect to release a new version of Xara3D in the coming months.
I was able to download Xara 3D maker 7 via the download link and install it working under Windows 11.
@allaa-Azawi If you still have the P2-serial number, you can reactivate and register it.
