This software is from 2010 so it is very likely that it will not work. Maybe it will, but you have to try yourself. Especially old USB video grabbers will likely not work because of missing modern drivers.

I also don't think that Magix still produces English versions of Rescue your video tapes. There is a German one but I don't see an English version on their homepage. Alternatively you could use the new Version of Movie Edit Pro. You will just need a modern video grabber that works with Windows 10.

I concur with @SP. about v3 in Windows 10, additionally if you have a Magix video grabber and it is either the K0065 or K0067, then there is a 64 bit driver available that works with the latest version of Rescue your Video Tapes which is 64 bit.

You are correct - that is a surprise especially as RYVT can capture NTSC.
