The program will run, however the performance satisfaction you receive from it may disappoint as the processor is below the minimum specification required for the program.
If you are going to work with 2.7K, 4K or higher video, then the performance is going to be poor, for FullHD (1920 x 1080) and lower video resolutions the program will be useable.
The integrated graphics (GPU) in the processor does not support Direct X 12, only a sub feature at level 11.1 due to a security issue in the GPU.
If you have a Nvidia or AMD card minimum, GTX 1050 or RX470 respectively then the performance will be better.
The OS and hardware requirements for VPX13 can be found here. If you study them carefully you will see that Win 7 is not supported, nor even Win 8.1, sorry!
In addition, there are requirements of DX support which I believe, Win 7 does not include.
