When installing Spectral Layer9 program will not replace file \c10.dll

Can't install Spectral Layer Elements 9.0.10. Erro code 5 and DOES NOT Recommend to skip this installation. Since this won't load, I cannot load Sound Forge Audio Cleaning Lab 4. I still have the Trial Version installed. Is this the problem? It is not running. I am running Window 11, Chrome Browser.
