. . . . . published, but when i try to look it up it displays a message that says a website is under construction here . . . .

There are several causes for this:

The entire site has been published into a sub folder of the main website location

      - check your ftp settings in Xara Web Designer are correct

      - the correct folder has been selected to be published.

If you have a domain name - check that it is pointing to the correct location on the hosting server.
