I assume you mean 'do any of the Xara programs have the tools similar to Photoshop to enable the creation mockups'.
Yes there are many similar tools in Xara Designer Pro X or Xara Photo and Graphics Designer, they may not have some of the more esoteric tools of Photoshop.
I would suggest you try the Trial versions to see if they do what you want - links to both are above - note ProX version is a package of 3 programs and include Photo and Graphics Designer which can be purchase on its own if you do not need the other packages.
