I purchased Vegas 17 online and paid the shipping charge. It was sent from Germany. When UPS delivered they want to charge an additional collect on delivery (COD) fee of $23.48. Why wasn't I informed of this charge when I ordered? Considering the total extra costs I should have bought the electronic version.

(With apologies to @PATIENT-X) I've temporarily re-opened this post to add that the extra charge you have received is, I suspect, nothing at all to do with Magix and completely out of their hands. It is, almost certainly, an Import charge levied by the customs authority of your country. As such, there is no means by which Magix can know the amount of such a charge and so they cannot tell you that it will be added to the cost.
The solution is, as you state, to buy the electronic version.
