Two problem.
Can not upgrade.
And Tickling (ticking text) does not work for me.

I am not sure what you mean by Ticking text so cannot help you with that question, sorry.
However, if you cannot update to the latest version (21.0.2.120) without additional payment it would seem your Update Service has expired and not been renewed! When you originally bought the software it automatically included the Update Service; 12 months from the date of purchase when any and all patches and new versions could be downloaded and installed. If you did not choose to extend the Update Service, by buying an additional 12 months of it, when that service expired you no longer have access to any further updates or new versions.
So, I think what you are seeing (as an additional payment) is actually the cost to you to renew the Update Service for a further 12 months. Clearly, it is your choice whether you decide to do this.

Your 1 year update period should still be valid for Photostory 2022 - what messages are you getting when you try to update - screen shots would help.
For the Tickling text - there is a bug when you double click the text object you cannot see the text that is selected or the Title dialog for changing the text size colours etc.
After double clicking the text object click the Title icon indicated in the image below.
You can then edit the text easily as the highlighting is now visible and the other title functions are available in the pane to the right.

Activation for uppdate work but they want me to pay for the program-update. I don’t want to pay two times for the same software because this soft is not good not so far!
When did you first buy Photostory? You say you had an old version, so was your current installation an update/upgrade from that older one?

I bought my first PhotoStory Deluxe 2014 for Windows 8 and must buy new software 2020 because the old one it doesn´t work for windows 11

Did you then upgrade to Photostory 2021 during the valid 1 year Update Service you had with 2020.
If so then how did you upgrade to 2022? The update service for 2020 would have expired before 2022 was released and you would have had to purchase either 2021 and upgrade again within the Update service period or purchased 2022.
