Unwanted Scene removal from videos and Video Enchancement

I want to know which software should i purchase of MAGIX to edit video..my main purposed include:

1) i have a vidoe which i recorded from the internet but it also contains commercials..so please tell me which software would be the best..n it would be a gr8 help if i get the tutorial as well because im very poor in vidoe editing.

2) i want the same video to be of higher quality..the video is of normal quality..i want it to be of like 720p or 1080i quality..so sum1 please tell me the required software fo this if this is possible

..Please sum1 help me out..i really need this information..

1) If it's really just the simple task of removing ads (hard cuts), then you can stick with freeware like VirtualDub or Windows Movie Maker. Of course they don't have the far range of options and features other programs like Movie Edit Pro have. It depends on what else you want to do with the video

2) Sorry but this is totally impossible. If your source video is low quality then you cannot "magically" get back the lost information that was in the video before it got downscaled. It's just like mp3s: Once you have a low-quality mp3, you cannot get CD quality back from it by simply converting it to WAV.
