Unable to use 3rd party Analog for video capture in Windows 10

I have three 3rd party USB analog digitizers that Vegas Movie Studio Planinum 9.0 can view but says it cannot open the device. One is Roxio Video Capture USB, Pinnacle USB, WinTV from Hauppauge. The Vegas Movie Studio Planinum 9.0 sees them all when I select "Video" but will not open any of them for video capturing.

I've looked at the 'device permissions' and all the devices are on but I do not see Vegas Movie Studio Planinum 9.0 as a device requestor in Privacy & Security.

How to make Vegas Movie Studio Planinum 9.0 accept these 3rd party devices?
