Hmmm... I was trying to see if I could help you, but I tried:
Internet Explorer
Firefox
Chrome

and I did not have a problem browsing or beginning an Upload for a song here... 

Maybe some more info might help someone assist you:
What OS are you using (Windows, Linux)?
Browser?
Antivirus program?

Can you Upload to other places (Youtube, SoundCloud, Google Image Search, etc)? 

A general issue with bringing up an Explorer/FilePicker interface (in Windows) can be a sign of something becoming temporarily corrupted, such as some System Files that Windows uses.
You can try see if Windows needs any Files Repaired by using the built-in System File Checker and Servicing tools by following Microsoft's tutorials, here:

That will at least see if there are any files missing, corrupted or otherwise interfering with your using the "Browse..." mechanism.

I'm using Firefox (latest version).  I found out that the issue was caused by Firefox's cache bloat and subsequent build up.  And yes, it affected every site that I used -- including Soundcloud. 

I had to reset Firefox back to its default settings (a real pain).   It was explained to me that my "Profile " had somehow become corrupted (possibly due to an errant plugin or extension).  So basically, I had to reinstall the browser.  (Fortunately, I make a habit of backing up my bookmarks).

In any event, upon the reinstall, I removed all but the most essential plugins/extensions.  Once that was done, I was finally able to upload whatever and whereever...  I don't know which of those plugins/extensions was the cause of the issue, but whichever one it was, was not installed again once I completed  the process.

A hearty thanks again for your feedback.  Much appreciated.
