The activation of AVC Intra + DVD Pro Codec Pack failed / 4:2:2 10bit

I upgraded Vegas Pro Ver 20.0 to Ver 21.0 but I AGAIN get this message "The activation of AVC Intra + DVD Pro Codec Pack failed.", when I try to import file from Sony a7IV recorded as NTSC 30p 4:2:2 10bit at 140Mbps       I can open magix.com and  magix.net.   I'am admin!!! So, how to solve this problem???????
