I don't know how Movies DVD 7 works (I use MEP 14+) so I can't give you an exact answer, but, try right-clicking on the video track (in Timeline mode).   You should see "Video effects" or something like that.  There is a slider called "Speed".

In MEP, you can slow down the speed 50% as the limit.  To go slower, you have to "ungroup" the audio from the video, then you can take it down as slow as you want.

The feature isn't available in Movies on DVD. It's only in Movie Edit Pro (and Video Pro X, of course).
