Some VIP's suddenly lose all mousewheel functions_scroll and zoom

In Sequoia 13.4.1.340 running on Windows 10 64 bit, I sometimes lose all mousewheel functions including scroll, zoom in/out, and waveform size zoom. I have checked the mousewheel settings in the keyboard/menu/mouse settings and restored defaults for the mousewheel functions. Nothing restores mousewheel functions for the VIP once this loss has occurred. This occurs at all VIP sample rates. The mouse and keyboard themselves are working fine and do not exhibit any loss of mousewheel functions when used with other software. Op/sys and Sequoia are running on a RokBox MC X 2019 chassis equipped with an Intel Core i9-9900K CPU, 32 GB RAM, 2 TB internal HD.
