Slow Motion

I'm trying to slow the video down to less than half speed but it won't let me. Anyone know why?

You have to remove the audio. Put the clip on the timeline, hold down CTRL then M keys to seperate the audio from the video, Then delete the audio.
Now, right click on the video file and select Video Effects.
The speed control is on the left, slide it back.
