Does Xara Designer Pro X 19 generate a responsive website that supports mobile phones with Apple and Android operating systems? If not, how can I make it responsive?

Yes, it does. It creates a variant at a smaller size in parallel with the main site. However, some things have to be adjusted in the variant.
If you have Xara, read about it in the manual starting on p426. If not, you can download the manual from this site.

In addition to @browj2 comment - when you export/publish the site you will only see one web site.
When viewing in a browser, the browser type is detected and the formatting controlled by scripting and stylesheets, thus differentiating between the mobile and main versions.
