Did you download/install everything under Help, Free Download?

I only have version 2013 so I don't know if they changed anything in 2014. If you have downloaded and installed everything, then they may have been moved in the menu somewhere else. In Move Edit Pro the Collage effects are under Design, Collages, where as in PhotoStory2013 they are under Picture-in-Picture. PiP in MEP2014 has different effects for simply placing images at different locations on the screen. Check if this is the case.
