If on your PC installed Microsoft Windows XP, I recommend to instal the following software:
Windows Media Player 11
Windows Media Encoder 9 Series

May be the video file is broken. What size of wmv file?
Is the file normal play in Windows media player?

Describe in detail how you try to open this file in program MEP 12

In Movie Edit Pro 12, the wmv file must be imported.  The file - load command from the menu refers to a saved "movie" file specific to Magix Movie Editor (mvd).  To add a wmv to your magix movie it must be imported.  Click on the "import file" button to add the wmv to your magix movie.  The original wmv file that you import will not be changed by any editing.  Editing will be saved by Magix in it's mvd file.  When done editing, you need to "export the file" as a windows media file to create a new wmv of the edited movie.

I think this is what you meant by "can't open wmv".  If you get this far, I'm sure I could figure out your text across the frames question if I looked at movie edit pro - I haven't used it much.  Feel free to ask me if you need help.
