Yes and no. VPX will use the RTX2070 for HEVC export only and for any 3rd party plugin that cannot use an Intel integrated GPU.

However for Hardware Acceleration you do need an Intel processor 4th generation or later with integrated GPU.

Hi

VPX can use an Nvidia (GTX1050 and above) to accelerate HEVC (only) encoding in the same way that the Intel GPU can, but it can also provide a huge boost in the acceleration of the timeline preview with HEVC (only) when there are multiple video tracks such as with Picture in Picture and complex collages. This is unique to VPX (last 2 versions / updates).
