Upgraded from what? Is this NB Filter part of the upgrade package or did you already have it on your computer?

If it is new to you when you first run it it should open a screen which asks you to register with NB; this registration fully activates your product.

If, on the other hand, you already had this Filter on your system before the upgrade it is possible that you have encountered the situation briefly discussed toward the end of this thread https://www.magix.info/uk/forum/mercalli-stabilizer-changes-in-vpx9--1190579/ where it appears that some extras MAY be specific to a partiucular version of VPX or MEP.
