AFAICS you need to change the video I and P setings in the Advanced option of the Export as mpg dialog box.

You set the P frames to 1 first, then you get the option to set the I frames to 1 - if you do this the other way round you do not get the option to set I frames to 1 This will give you I frames only as shown in the dialog.
