my movie is way too big for cd and it's only 9 minutes long. I won't upload to utube either. When I burned it to a DVD all it did was burn the raw files

What program are you using? If it is MEP 14. 15, 16... You should be burning the DVD directly from the program (not from an external DVD burner or drag and drop to cd writer) . MEP will resize a movie that is 2 times the DVD capacity by changing the bitrate of the movie to compensate. I can fit a full 2 hour movie on a standard DVD+R disc.
