I also don't see the button in any program mode and can't make it appear via any of the options. It looks like the button was streamlined out of the program (probably to make room for more useful buttons in the user interface) but survived in the documentation. If you're looking to use the duplicate functionality, I'd recommend just doing it via the "Edit" menu or the keyboard shortcut (CTRL+D).
