downloaded photostory 2021. on launch the Magix screen shows but locks up. a dialog pops up "crash log " but that locks up as well. reinstalled program but no help.

I don't think there have been many posts listing a problem of PS not opening at all.
However, in order to try and offer a solution we really need a lot more information from you about your computer. Please read this post and come back with ALL the details requested there.

It is a pain to gather that information but it really is helpful to any fellow-user who wants to be able to help you!
The error log suggests the problem is with a module within Direct 3D (by the way I think it actually says "d3d11" rather than "d3dLL"). This is actually a part of Windows, so not a problem with Photostory itself. A quick Google search on the error gives a number of links, of which perhaps this one might be the most helpful.
Warning: as always in these situations, proceed very carefully when attempting any sort of "repair" of a Windows installation, especially if you're not especially tech-savvy! At the very least, ensure you create a System Restore point before you do anything else so that, worst case scenario and something goes wrong during the repair, you can, hopefully, revert your computer to a time when it was basically running properly!
