Is it possable to take snap shots of a video playing from the hard drive?

It depends on the software you are using to play the video. For example, with WinDVD (Intervideo), you can grab screen shots quite easily.
If you have a movie in Movie Edit Pro, you go to "File" then "Export Movie" and select "Single frame as BMP" or "Single frame as JPG". At least, that's the options for MEP14.
