You have to modify an existing MP4 export preset as follows - this is for a 1920 x 1080 video and will keep you within the size limitations:

1. Change the settings indicated in red below then click the Advanced button (green highlight) - ignore blue highlighted button for now.
   
   
    
2. Change the setting to the values indicated below in red and OK
   
   
    
3. Save the preset clicking the disc icon indicated below and select the option indicated in blue.
   
   
    
4. Give the preset a meaningful name and save it. It will then appear in the list of presets for future use as shown below
   
   

For other resolutions change the resolution settings as required.
