In order to answer this question it would be important to know what kind of camera we're dealing with, especially what medium it records to. Is this a traditional miniDV camera or possibly an HDV camera, both of which record to a small digital tape? In this case you would have to connect the camera to the computer for the recording/capturing process of the tape. However, the appropriate connection would be FireWire/IEEE 1394 - not USB. The USB connections for DV/HDV cameras are proprietary solutions and not really supported by most video editing programs that rely on the standard for connecting to DV devices.

If this is a camera that records to any kind of random-access medium (e.g. built-in hard drive, memory card, DVD), you don't have to go through any kind of recording/capturing process. You just have to get the files from the medium into your computer, where you can then file-import them into Movie Edit Pro. So, if this is e.g. a hard drive camera, you would connect it via USB. It would be recognized by your operating system and appear as a drive letter. But this alone doesn't make the video content appear in Movie Edit Pro. You will have to use Movie Edit Pro's media pool (the built-in file browser) to navigate to the drive letter assigned to your camera and drag & drop the video files from the camera into the program's timeline/storyboard. Make sure the file format is supported by your version of Movie Edit Pro and the necessary codecs have been activated.
