First, please tell us exactly which version and edition of Movie Studio you have.
Then, please tell us about your computer, its hardware, operating system and software. This pinned post will show you the level of detail we really need.
Next, please tell us more about the actual video file/images you are using. Detailed information about how to do this can be found in this tutorial.
Please post ALL this information to any reply. We may then be able to offer advice which is not just a guess!

Since you are still working with VDL 2016, it is possible that your video card no longer supports hardware acceleration. You can solve this by going to:
file / settings / program... (shortcut "Y")
Click on the tab: Device options
Set the Import, processing and Export to CPU mode under hardware acceleration

Can you clarify the version of Movie Edit Pro you are using by giving the version number as found under Help, About please.
If it is Movie Edit Pro 16, released in 2010, what is your computer specification as requested by @emmrecs (Jeff) and detailed in the post Jeff linked to.

I thought you had made a typo, but now I also see that you are still working with the very outdated Video Deluxe 16 version 9.0. 1.60 from 2010. I have just installed Video Deluxe 16 for you and cannot reproduce your problem.
Unfortunately, you (still) do not provide answers to the questions asked by @emmrecs and @johnebaker.
Your last given information is insufficient to give you good advice. It is mainly about e.g. the Intel Processor and the Video Card. It is possible that your drivers are no longer up-to-date. But anyway, you are going to uninstall MEP 16. My advice, upgrade your version to MMS2025, provided your computer is compatible with it.

Computer specification, we need the make and model numbers of the processor (CPU) and any graphics cards installed.
Video format being imported on to the timeline - ie the codec and resolution - to help with this download and install MediaInfo and analyse one of the clips causing the issue and post the results, see this tutorial on how to setup MediaInfo and analyse a video clip for all the data required.
If you are considering replacing Movie Edit Pro 16 with a newer version, eg Movie Studio 2025 (Movie Edit Pro was rebranded several years ago), the above information will help us give you advice on settings to use to get the program up and running.
