All of my decorations etc are now missing, how do i restore them? please

The fun clips you can add to your photos, i.e. like balloons, "wow", voice boxes were you can add comments. I used them a lot to add funny things to my photos, I had them all and now they are gone, a few are left, but i cannot move or adjust them etc
I'm not sure which version of PS you have (though I don't think this has changed for recent versions) but in PS 2023 see the screenshot below:
Click on the icon I have highlighted at the top of the screen and then scroll down to the Decorations list.

Yes, I have that, but when I add them to a picture it will no tlet me change size and move it, were I use to be able to do that. my version is 2019
From my quick experiment it is possible, especially if you use the Timeline view. (Speaking personally, this is by far the better of the two "views" for rapid and effective manipulation of images and/or effects.)
By default it seems that applying one of these decorations to an image will group them and you need first, to ungroup the decoration from the image.
Then, to resize or move a decoration you need to apply Effects (fx)>View and Animation>Size, Position Rotation to it, i.e. the decoration itself, not the image to which it is being applied.
There are many changes you can make, you will need to experiment and be prepared to take your time to achieve what you want!

Look under the Templates, Decoration, Deco.
My version is a bit newer than yours, but the balloons should be there.

Yes, I use to have all of those but now they are gone, so I just reloaded the program, and got the 2020 update, so will reload my project and start over, so will advise if this worked. Much appreciated my friend!!
