I wish to make a slide show to show on 16:9 screen but my photos are 4:3 aspect ratio ( Ithink that's what it's called) How do I add a top and bottom border so that I do not lose the top and bottom of the photo

I think you will need to add borders to the sides if you don't want to lose anything. You don't need to alter your 4:3 images as they should load into a 16:9 MEP project with blank space on either side. If you want something to fill the space put a frame filling image on a track above (lower number) than your 4:3 material. Depending on your program version you can also right click on your image and use the 'Background design' option for a plain color, another image or even a video clip.
I often use that same image as a background -- use 'Effects' >> 'Movement effects' >> 'Size and position' to fill the frame and then apply a video effect like 'Sand' or darkening to soften it.
