How do you use picture in picture feature with photos?

I watched tutorial and can't figure out how to select the pictures I want to combine, or get the "picture in picture" effects feature to activate.

Thanks, that helped. I cant seem to pull up all the Effects options for picture-in-picture, but the customizing option should cover most of what I need.
